East End Skate & Surf has been part of the Newcastle community since 2011. For the past several months, the team has been operating from a temporary location around the corner while significant works were carried out on their King Street home. This week, they moved back in.
Buildingwise Certifiers recently issued a Part Occupation Certificate (Part OC) for the ground floor of the heritage building, allowing the shop to reopen while construction continues on the floors above. The project involves alterations and additions to a shop top housing building, and Build Culture has been carrying out meticulous work on what is a complex, heritage-constrained rectification project.

What is a Part Occupation Certificate?
A Part Occupation Certificate allows a completed section of a building to be lawfully occupied before the entire project is finished. Where the relevant portion of the building has been completed to the required standard and meets all applicable requirements, a Part OC can be issued for that section independently of the works still in progress elsewhere on the site.
For building owners and tenants, this can make a significant practical difference. Rather than waiting for an entire project to reach completion before a business can reopen or a space can be used, a staged approach means operations can resume in the completed areas while the build continues in others.
In this case, that means East End Skate & Surf is back open, stocked up, and ready to go, while Build Culture continues the work above.
